La Fundación Hijos de la Sierra Flor es una organización de segundo grado que recoge a 16 juntas de acción comunal de doce veredas del municipio de San Pedro, Sucre y cuatro veredas del municipio de Córdoba, Bolívar. Son 3.500 familias que se dedican principalmente al cultivo del algodón.

La fundación se acercó al Consorcio por problemas de improductividad de la tierra, debido a la deforestación y el uso indiscriminado de agroquímicos para el cultivo del algodón; problemas de educación, salud, vías y asistencia alimentaria a las familias. Todo esto enfrentado por organizaciones comunitarias muy débiles en su funcionamiento y con poca capacidad de gestión interna y externa.

Apoyados por la multinacional Petrobras prepararon un Plan de Desarrollo participativo para la región e identificaron las instituciones que podrían ayudarlos. Llegaron al Consorcio a través de uno de los socios, la Fundación Restrepo Barco y entre 2000 y 2003 trabajaron con él en el fortalecimiento interno y externo de las organizaciones comunitarias y en la capacitación a las instituciones asesoras en temas transversales como la planeación, las metodologías de organización comunitaria, la evaluación y sistematización de proyectos, el establecimiento de alianzas y la conformación.

Como resultado de este proceso las organizaciones comunitarias quedaron con capacidad instalada para continuar con la gestión de soluciones a sus múltiples problemáticas, pero esta vez fortalecidas en sus liderazgos, en sus procesos internos, trasformadas en su forma de relacionarse con otras organizaciones y con instituciones estatales y gobiernos locales y con un tejido social también reconstituido en sus localidades y en la región. Algunas organizaciones quedaron con equipos y maquinaria de trabajo.

También se fortaleció a la entidad que actuó como asesora del proceso y a su equipo de trabajo para el manejo de estas temáticas en lo metodológico, en la proyección comunitaria y la sistematización, en la visión e importancia de participación y en el relacionamiento a nivel local, regional, nacional e internacional.

El proceso tuvo impacto directo en 21 organizaciones comunitarias y productivas y una organización de segundo nivel.
